The demand for clean water, which is currently one of the primary needs of the community, continues to increase along with population growth. Likewise in the city of Duri. To meet the needs of the community, Perumda Water Drinking Bengkalis Regency Duri Branch is the only company that provides clean water for the community. Symptoms are the lack of services provided by Perumda in distributing clean water, cloudy and unclear water is still found and the water sometimes dies and the water pressure is not heavy, as well as employee delays in handling metering problems so that the distributed water does not come out. The purpose of the study was to determine the effectiveness of services at the Perumda of Bengkalis Regency, Duri Branch, as well as to determine the supporting and inhibiting factors. The theory of Fitzsimmons and Fitzsimmons in Sinambela (2008: 7-8) there are five indicators of public services, namely: tangibles, reliability, responsiveness, assurance, empathy. Employee and community research samples with saturated sampling technique for employees, and customer incidental sampling technique Data analysis technique uses descriptive statistics. The results showed less satisfied. Of the 5 indicators with 118 respondents, there is a total score of 3,547 in a score range of 2,950 n≤ 4130 with a frequency of 63%. Supporting factors are direct evidence and a sense of empathy and reliability in services at Perumda. The inhibiting factor is the lack of Guarantee and Responsiveness in Services.
